Safety Management Manual (SMM) Part 1.5. The successful implementation of any procedures depends on readiness and practice. This is especially relevant with Emergency Response Plans (ERP), as they are not often implemented in a real sense. However, when the real emergency occurs, the way in which the crisis is managed in the first hours will have a large bearing on the success or otherwise of the outcome and the degree of disruption to normal operations.

The exercise of ERP will be coordinated by Emergency Control Center (ECC). The Exercise of ERP will be reviewed and tested annually (through emergency drills, etc.) to ensure that parties involved in the execution of the plan are familiar with its details and to identify any deficiencies requiring rectification in the plans, training, or response.

In accordance with the annual program of the Safety Action Group (SAG) GMF 2018, the Program Management Aircraft Support & Power Services was appointed as the executor of ERP simulation. In 2018, ERP simulation was carried out with a scenario of a fire at the Ground Support Equipment (GSE) Building. The least preferred method of exercise involves responding to real emergencies. Simulation techniques or emergency Exercise divided two namely desk simulation and on site simulation.

The On Desk simulation was held on December 6th, 2018 with a communication simulation using WhatsApp Messenger as a communication medium. The On Desk simulation was carried out within 38 minutes in 1 session. The purpose of the On Desk simulation is to find out the communication path whether it is in accordance with the ERP flow process. During the On Desk simulation, the communication path was in accordance with the roles and responsibilities of each ERP Team member.

On Site Simulation was held on December 18th, 2018 in accordance with the scenario that has been prepared, starting from the heating process of the Housing Stator with Blender Torch. The mechanic performs heating process for 15-30 minutes to reach the desired temperature between 90-100C. But, in during heating process, there was an imbalance in the supply of oxygen and LPG gas to the Blender Torch, causing an explosion. An ERP Team organization activated in response to this emergency condition. This involves the establishment of an ECC to manage and coordinate the PT. GMF AeroAsia, Tbk response for an emergency event. The operation of the Emergency organization may be scaled down progressively as deemed necessary by the ECC Chairman. The ECC Chairman declare when an emergency is over. When the emergency event is clear, each of department take over further activities as normal operations.

ERP will provide maximum benefits if every personnel in the ERP Team is able to run procedures handling emergency conditions properly. To achieve this result, there is no other way than to deal directly with conditions that are similar to the original occurrence through on-site simulations. The speed and accuracy of implementing emergency handling procedures will have a significant impact on the safety of personnel and the survival of the company when facing actual emergency conditions. Although we have done on-desk and on-site simulations, we certainly do not want the emergency conditions and ERP to be happened. However, we must always be ready for every emergency situation because no one knows exactly when and where the emergency will happen. All we can do is prepare ourselves as best as we can in anticipation if the unwanted circumstances happen. [TQY]
